Title: Chief Financial Officer (CFO)

Reports to: President

 

 Job Profile 

The CFO is responsible for the management and oversight of all finance, treasury, human resource, information technology and administrative functions of the ADP.   As CFO, this position is also responsible for financial and treasury management of The Partnership Foundation (PF), Southeast Mississippi Community Investment Corporation (SEMCIC), and the Forrest County Industrial Park Commission (FCIPC).  This position directly supervises the Finance Director and the ADP Office Assistant.  The CFO is an exempt position.

Education and Experience 

The CFO must have strong analytical and organizational skills, be detail oriented, and able to work in a fast-paced environment to ensure that objectives are met in a timely and accurate manner.  He/She must have impeccable ethical standards, have strong communication and presentation skills, and possess the knowledge and experience required to design and manage effective operations and controls in a non-profit setting.  A bachelor’s degree in business with an emphasis in accounting plus a minimum of seven years related work experience is required.  A Certified Public Accountant (CPA) is preferred. A high level of knowledge and experience in  accounting, office management, and human resource management is also preferred, as well moderate to advanced knowledge of personal computers and networks.

Job Duties and Responsibilities 

Finance / Treasury

  • Treasury and general ledger management and oversight of ADP, PF, SEMCIC, and FCIPC entities
  • Develop and monitor ADP, PF, and FCIPC annual budgets
  • Meet and communicate with governing boards and committees on a regular basis including, but not limited to, coordination of scheduled meetings, financial statement presentations, and other financial or administrative matters
  • Design, implementation and monitoring of internal controls and accounting processes
  • Oversee month-end and fiscal year-end general ledger close and preparation of related financial statements
  • Coordination and oversight of four annual audits and related information returns
  • Provide supervision and guidance to Finance Director
  • Fixed asset procurement and management
  • Maintain compliance with federal and state laws and regulations for managed entities including, but not limited to, timely filings and transmittals to IRS, SSA, MDES, MSOS, MDOR and MDA
  • Obtain sufficient level of continuing professional education needed to design or modify existing accounting policies, ensuring compliance with GAAP
  • Coordinate with Comptroller, City of Hattiesburg, related to all FCIPC transactions
  • Provide financial statement analysis and guidance related to planning of ADP and other events
  • Serve as liaison for the ADP, PF, and SEMCIC related to banking and other treasury matters
  • Set up and management of corporate purchasing card accounts and expense tracking applications

Human Resources

  • Oversee and implement all administrative HR functions
  • Compliance with federal and state HR laws and regulations
  • Management of HR records
  • In-processing of all new employees, including assignment of ADP assets and organization of onboarding process
  • Oversight and management of payroll process and related transmittals
  • Management and annual review of employee benefits including the ADP 401(k) plan, cafeteria plan, medical and other insurance benefits
  • Serve as 401(k) Plan Administrator with responsibilities including, but not limited to, enrollments, deferral transmittals, distributions, and annual 5500 preparation and filings
  • Develop and modify, as needed, the ADP Employee Handbook and other HR policies including, but not limited to, ADP Drug Screening policy, ADP Onboarding policy and COVID Back to Work policy
  • Remain up to date on current HR policies and trends
  • Membership in SHRM on local and national level
  • Set up and management of Replicon time and attendance software application

Information Technology Management

  • Coordinate with IT professionals to provide managed system support and operations
  • Procurement of IT equipment and technology as needed
  • Management and oversight of software subscriptions and renewals
  • Set up and management of O365 subscription

Administration

  • Comprehensive annual review of insurance coverage for all managed entities, assuring adequacy of coverage
  • Obtain insurance coverage for special events and programs, based on need
  • Review of all contracts, sponsorship agreements, and related documents during program and event planning including, but not limited to, Hubfest, Leadership Pinebelt, and PBYP events for liability exposure and compliance
  • Provide supervision and guidance to ADP Office Assistant
  • Oversight of ADP office operations
  • Responsible for timely preparation of minutes for ADP Board, Executive Committee and Partnership Foundation Board meetings
  • Account administrator for various software used by ADP
  • Serve as liaison for ADP with external vendors and professional service providers

  • Occasionally work long or irregular hours including holidays, nights, and weekends
  • Knowledge of QuickBooks, ChamberMaster, Excel and other required software
